  <preparation>Pre-heat oven to 400&#xb0;.
	  Sift flour, 3 T. sugar, baking powder, cream of tartar and salt
	  into <equipment>mixing bowl</equipment>.  Cut in shortening until
	  mixture resembles coarse meal.  Add milk and stir to moisten all
	  ingredients.  Turn onto <equipment>lightly floured
		  surface</equipment> and knead gently 20 times.  Roll into
	  a 12-by-10-inch rectangle.  Brush with melted butter.  Combine
	  1/4 C. sugar and cinnamon; sprinkle evenly over dough.  Cut
	  lengthwise into five 2-inch strips.  Stack strips, one on top of
	  the other.  Cut into 12 1-inch pieces.  Place, cut side down, in
	  well-greased <equipment>muffin pan</equipment> cups.  Bake at 
	  400&#xb0; about 12-15 minutes.
